Preheat oven to 200C.
Fry meat in a large pan. Add onion and garlic and continue frying fro a few minutes. Add tomato paste, herbs, salt, and pepper. Add cabbage and fry 2-3 minutes, stirring occasionally.
Put half the potatoes in a medium baking dish, then half of the cabbage mixture. Repeat layers, then pour cream over top. Season with salt and pepper and top with cheese.
Bake for 30-35 minutes until bubbling and top is beginning to brown. Adjust seasonings and serve.
