Roast or broil the peppers at high temperature until the skin is charred and bubbling, and the flesh is tender. Remove from heat, and cover to let steam and cool. Remove the step, skin, seeds, and slice the flesh into 3" strips.
Melt the butter in a deep pan over medium heat.
Briefly saute the garlic, then add cream and salt. Simmer, stirring occasionally, to infuse flavors.
Add cheese to sauce and continue simmering until melted.
Stir the pepper strips into the sauce, simmering for a few minutes to incorporate thoroughly. Serve warm.
