Heat lard over medium heat in a skillet. Add achiote, oregano. clove, cinnamon, peppercorns, cumin, and allspice. Fry until very fragrant, 2 minutes.
Transfer spices, oil, and garlic to a blender along with orange juice, vinegar, and salt. Process until smooth and adjust salt. Thin with water if sauce is too thick.
