Heat oil in a small pan over medium-high heat. Add the garlic and shallot and fry until becoming golden brown and crispy. Remove garlic and shallots from pan to cool, leaving oil behind.
Grind together the chile powder, shrimp paste, fish sauce, sugar, tamarind, lime juice, and water. Add the garlic and shallots, and continue to grind to form a thick paste.
Return paste to pan. Simmer over low heat, stirring, until the sauce forms an even consistency. If too thick, add more water.
Adjust seasonings and serve.
